HISTORY
Red Crescent Society of Tajikistan (RCST) was created in 23 December, 1927. On 1992 the RCST was recognized by the Government of Tajikistan as an independent, voluntary and social society, acting throughout the country. The RCST implements its activities as a humanitarian organization based on fundamental principles of the International Red Cross and Red Crescent Movement. On 06 November 1997 the RCST was recognized by the International Committee of the Red Cross as a component of the International Red Cross and Red Crescent Movement and on 20 November 1997 acceded the International Federation of the Red Cross and Red Crescent Societies. The RCST has more than 12’000 members, 950 primary organizations and more than 11’000 volunteers. The RCST is consisted of 2 provincial, 2 regional, 16 city, and 49 district branches and has in total 69 branches. The RCST recognized on 06.11.1997 by the International Committee of the Red Cross as a component of the International Red Cross and Red Crescent Movement and from 20.11.1997 is being a member of the International Federation of Red Cross and Red Crescent Societies. GOALS AND MISSION The RCST as an auxiliary structure to the Government of Tajikistan in the humanitarian services aims to improve the life of the most vulnerable groups of population, who suffer from the difficult living conditions, which threaten their lives or reduce their opportunity to maintain minimum social and economic security, and human dignity. The RCST mission is to alleviate human suffering wherever it may be found, without any discrimination. When appropriate, the RCST through its members and volunteers brings assistance to people, being guided solely by their needs.
RCST is currently in need for a dedicated branch and volunteering development officer to ensure the long-term and continuous qualitative development of the branches, as well as to improve the volunteering systems in place. The Branch and Volunteering Development Officer shall be based in Dushanbe, Tajikistan, with frequent travels to the regional branches. |
Job purpose
The Branch and Volunteer Development Officer provides support to the National Society of Tajikistan Red Crescent for the purpose of operational effectiveness and institutional strengthening, in line with its auxiliary status to public authorities. |
Job duties and responsibilities
§ Support the development of the National Society Development Plan of action with a particular focus on Branch and volunteer development activities implementation and specific support on Branch and Volunteering development aspects.
§ Support in the development and implementation of branch development Plans of actions, Branch Organizational Capacity Analysis /Assessments, facilitate the adaptation of existing tools and other initiatives that contain recommendations and action points for branch development. § Coordinate all branch development processes at the National Society headquarters with close coordination with branches. § Ensure development and implementation of detailed action plan for branch and volunteer development in close collaboration with the NSs and Movement partners involved in Branch and Volunteer management development. § Work to develop technical skills and capacity in the areas of branch development and volunteering, establish close collaboration and provide mentorship and coaching to relevant staff members of the National Society involved in branch development and volunteer management processes and activities. § Contribute to the development and implementation of key policy documents, branch handbook, procedures, volunteer management, youth engagement, in addition to disaster preparedness for branches. § Support and provide guidance in fundraising activities development at the branch level with the staff and volunteers. § Perform and update a detailed mapping of the National Societies’ branches including their challenges, capabilities and needs in collaboration with National Societies’ staff involved in operations and programmes. § Support the National Society in addressing social and humanitarian needs in a structured manner through branch activities and volunteering initiatives. § Ensure the integrated approach to branch development and volunteer management programmes are implemented linking with other relevant sectors of development and operation levels at HQ and branch levels. § Support the National Society to mainstream branch development and volunteer management within all National Societies’ programs. § Contribute to the National Society branches knowledge sharing and facilitating peer to peer support, promote learning and support piloting and scale up of innovative initiatives. § Review and update branch development system; § Prepare relevant reporting and support National Society in submitting reports as required in addition to supporting NS in strengthening PMER capacities at branch level. § Support the National Society ensure their duty of care towards volunteers. § Support the National Society in the roll out of its digitalization strategy and initiatives at the HQ and to the branches. § Organize branch forums at the HQ, and other relevant meetings, workshops for staff and volunteers at the branch levels. § Make strong and proactive contribution to further advancing partnership between Movement partners and collaboration on Branch and Volunteering Development including in situations of conflict. § Respect and act in line with RC/RC values and competencies built on the Red Cross and Red Crescent Fundamental Principles, respect for diversity, and integrity.
