Organizational context

The actions foreseen under pillar 2 (Epidemic and Pandemic Preparedness and Response) of the ECHO PPP project in Tajikistan comprises of essential activities to enhance preparedness at the community and institutional/systemic levels, and to prevent and respond to epidemics/pandemics, as well as to establish and contribute to the early detection by strengthening Community Based Surveillance (CBS) through local actors, community networks and volunteers

 

Job purpose

The ECHO PPP Health Officer is responsible for the implementation of activities under Pillar 2 of the ECHO PPP project in Tajikistan, covering all implementation locations, encompassing:

  • Maintaining technical quality of the RCST health-related activities under Pillar 2 of ECHO PPP project
  • Coordinating the RCST activities on epidemic and pandemic preparedness and response under ECHO PPP with all involved Movement partners – German RC, Finnish RC and IFRC
  • Coordinating and link epidemic preparedness and response with other ECHO PPP program pillars and activities
  • Support to training and capacity building within RCST and with partners as relevant and oversee cascade field trainings
  • Contribute to work plans, budgets, and reports for the implementation of health-related activities.
  • Collaborating with relevant partners and stakeholders at the national and local level.

 

Duties and responsibilities

The ECHO PPP Health Officer is responsible for the following tasks:

  • Provide relevant technical assistance to RCST branches and ensure the implementation of health-related activities under the ECHO PPP project in Tajikistan according to the Plan of Action
  • Prepare regular activity reports in line with program work plan and donor requirements.
  • Collaborate with management of RCST branches, local authorities, volunteers, and stakeholders in support of improved epidemic preparedness and response in communities.
  • Contribute to review and revision of relevant RCST health-related (and other sector) guidelines, training modules, key messages..
  • Ensure a good level of cooperation and coordination with Ministry of Health and other health/OneHealth partners and stakeholders on a regular basis throughout the life of program, maintain positive professional relationships and represent the NS with high technical standards.
  • Ensure that the Pillar 2 topic/activities are integrated properly in training session, coordination meetings, planning, or other community level activities, when integration approach is relevant/required.
  • Prepare reports, graphs, presentations, and publications on results of the epidemic preparedness pillar for sharing with the field teams and with external partners. Contribute to evaluation studies.
  • Support to implementation of Community-based surveillance activities (CBS), including: technical assistance to the branches and volunteers, coordinating and reporting on data flow from field based volunteers and supervisors, managing and analyzing CBS data base on a regular basis and summarize the alerts and zero report performance, coordination with authorities for investigation and response.
  • Represent RCST on health related issues at the ECHO PPP coordination meetings
  • Collaborate with all partners of the Red Cross Movement, key government officials, NGO partners, donors. Align on policies, strategies and best practices and approaches on global health security and related issues.

 

Duties applicable to all staff

Position Requirements

Education   Required Preferred
Bachelor’s Degree in public health, epidemiology, social science, nursing, veterinary science or similar relevant degree. x  
Post Graduate qualification in Public Health, Epidemiology, Health information Management systems or similar relevant degree   x
Experience   Required  Preferred
At least 3 years of experience working in public health programs in the development or humanitarian sector x  
Experience working on community health programs or epidemic response operations. x  
Knowledge of the National health system and surveillance systems x  
Experience conducting trainings and workshops x  
Experience with analysis or use of epidemiological or health information system data   x
Experience supporting a team of staff, especially by distance in field positions   x
Experience working with Red Cross or other development organisation, especially with a community focus x  
Experience participating in forums with Ministry officials and partners, as a representative of the organization   x
Experience with community-based surveillance, public health surveillance, IDSR, EWARS or health information systems (HIS)   x
Knowledge and Skills Required  Preferred
Demonstrated knowledge and professional skills on the public health aspects of infectious disease control, specifically understanding of surveillance / epidemiological systems and data. x  
Excellent computer skills. (e.g. Microsoft Outlook, Word, Excel, Adobe Acrobat). x  
Competence with Excel to analyse data and PowerPoint to prepare graphs and presentations x  
Strong organisational and management skills with ability to plan and deliver on workplans and budgets, solve problems and manage challenges under pressure. x  
Understanding of community development and community engagement principles, with an approach of empowerment and mobilisation   x
A team-oriented and collaborative approach; flexible and responsive when working with other departments and teams x  
Willingness to travel between HQ and the field program locations x  
Able to work with your own initiative and lead a team of field staff x  
Effective communication skills, professional and diplomatic x  
Languages Required  Preferred
Fluently spoken and written Tajik / Russian x  
Good command of English   x
