Purpose:

To co-ordinate and manage country level logistics operations in-line with the strategy to optimise service quality and cost effectiveness and meet the needs of the national society, partners and affected areas. The role carries both co-ordination and team leadership and management. The Head of Logistics is accountable and reporting to the Secretary General, for planning, implementing, monitoring and reporting on all logistical aspects of all departments and programmes. The position will ensure that all logistics tasks are in compliance with the RCST standards and procedures. The position will be responsible for procurement, transport including fleet management, warehousing and work towards alignment of RCST policies and guidelines with those of the International Federation of Red Cross and Red Crescent Societies, as well as with state legal regulations of the Republic of Tajikistan.

Duties and responsibilities:

  • To verify details of suppliers/service providers as well as to monitor and assess the progress of logistics component of all RCST programmes,
  • Produce regular, timely and accurate stock, narrative report for the RCST and partners,
  • Ensure that all activities within assigned role comply with RCST guidelines and policies (SPHERE, Code of Conduct, Principles and Rules for Disaster Relief, Fraud and Corruption Prevention and Control Policy etc.)
  • Ensure the dissemination of RCST`s Fraud and Corruption Prevention and Control Policy to all suppliers service providers who engage with the Country Office
  • Liaise and coordinate with Red Cross Red Crescent Movement, international, governmental, non-governmental and appropriate civil society actors within the assigned areas on the key tasks and responsibilities set in this job description,
  • Undertake any other task assigned by the Secretary General and Under Secretary General.
  • Leading the activities and control of the fixed logistics assets of the logistics department including procurement, warehouses and transport.
  • To develop and maintain logistics strategy for the operation to provide efficient logistics services to all programs.

Procurement:

  • Prepare and follow up the implementation of the RCST procurement plan, in coordination with all departments and programmes, provide regular updates on the implementation of the plan internally to departments and management,
  • Ensure regular procurement and supply systems at the different levels of intervention, including requisitioning and receiving of goods,
  • Review of the current procurement plan
  • Ensure the most optimal and cost-effective sourcing options are explored,
  • Carry out procurement, ensuring compliance with the RCST procurement procedures and public procurement rules for logistics requisitioning, tendering, comparative bid analysis and awarding of contract,
  • Prepare and present procurement files to the RCST`s COC for approval and keep records to full audit trail standard,
  • Liaise with suppliers, service providers and other relevant stakeholders regarding delivery of supplies or services and keeping all parties informed of any changes in a timely manner,
  • Maintain and update accurate supplier information for regularly purchased items,
  • Keep track of local market conditions and establish/maintain good working relations with suppliers and inspection companies,
  • Provide advice and negotiate contracts for goods and services required by the programme departments,
  • Ensure that quality control/checks are conducted for all items, materials or tools, procured and delivered by suppliers, that they all meet specifications stated in contracts, are fit for the intended purpose, and have appropriate inspection certificates, when required,

Transportation/Fleet management:

  • Plan, coordinate and manage transportation requirements in accordance with the operation needs,
  • Ensure good maintenance and use of transportation management system,
  • Ensure that contracts with private companies for trucks and additional vehicles are well planned and coordinated, and planning best use of the vehicles in case of emergency operations,
  • Supervise overall management of RCST`s vehicle fleet, including security and management of drivers, including logbooks
  • Oversee maintenance of logistics fixed assets, including vehicle registrations and insurance issues,
  • Manage the customs clearance and other formalities for incoming goods as well as their timely transportation and receipt into RCST warehouses,
  • Identify and recruit direct line reports (staff) and provide management, guidance and training to them,

Warehouse Management:

  • Maintain accurate stock control and records at all times and provide monthly stock reports,
  • Ensure timely and efficient receipt and dispatch of goods in support of their operations,
  • Ensure the correct storage, rotation of stock and proper structural maintenance and security of warehouses to keep all stocks in good condition,
  • Ensure the engagement and safety of temporary, local labour to facilitate the timely and efficient receipt and dispatch of goods to and from the RCST warehouses,

Educational Requirements

  • Bachelor’s degree in any discipline.
  • Master’s degree would be an asset (preferred).
  • Professional Degree on supply chain will be preferred.
  • Higher Diploma in Technical Areas as Engineering, Architecture, Business, Procurement, Logistics & Supply Chain Management from a recognized institution of higher learning.

Job Requirements

  • Minimum 5 years working experience in logistics and supply chain management, including warehousing, transportation, customs clearance & procurement,
  • Experience of team management,
  • Experience in a humanitarian, development or International Organization is preferred,
  • Experience in narrative and financial reporting,
  • Advanced verbal and written skills in English is preferred,
  • Good computers skills (Windows, Spreadsheets, Word processing, e-mail etc.),
  • Able to prioritize and meet deadlines,
  • Skills in mentoring, training and developing staff,
  • Highly organized, proactive and innovative approach to work,
  • Flexibility (e.g. working beyond office hours if needed),
  • Adhere to the 7 fundamental principles of Red Cross and Red Crescent movement,
  • Act at all times in accordance with the Code of Conduct,
  • Able to work in a team and respects opinions of others,
  • Honest and high level of integrity,
  • Ability to work in a multi-cultural environment,

  • Experience of working with INGOs, the RCRC Movement and/or the UN.
  • A good understanding of Tajikistan Country Context.
  • Experience of Staff Supervision and Management, coaching and mentoring.
  • Proficiency in collaboration and cooperation approaches within teams. Ability to work with tight deadlines and handle multiple tasks.
  • Good judgment and the ability to work with complete integrity and confidentiality.
